PHIVOLCS: 8 volcanic earthquakes recorded in Mt. Kanlaon during the 24 hour Observation Period11/13/2020 BACOLOD CITY – Kanlaon Volcano remains under Alert Level 1 after eight volcanic earthquakes were recorded in its vicinity during the last 24-hour observation period, the Philippine Institute of Volcanology and Seismology (PHIVOLCS) stated yesterday, November 12, 2020. As the volcano stays under Alert Level 1, it means that “it is at an abnormal condition and has entered a period of unrest”, PHIVOLCS explained on their released Kanlaon Volcano Bulletin. “The local government units and the public are strongly reminded that entry into the 4-kilometer radius Permanent Danger Zone (PDZ) must be strictly prohibited due to the further possibilities of sudden and hazardous steam-driven or phreatic eruptions,” PHIVOLCS said. Civil aviation authorities were advised to avoid flying their aircrafts close to the volcano’s summit due to hazard, and everyone in the vicinity were reminded to stay cautious since Kanlaon is as yet under it’s unusual condition. As Ulysses enters Luzon, social media sites became a communication platform for many, especially individuals from Rizal province who were trapped inside their homes or stranded on their rooftops after their houses were submerged in floodwaters brought by the typhoon. Concerned citizens and families of flood victims used this hashtag to appeal for help and rescue, while Government and Non-Government agencies and institutions also use these social media platforms as means of communicating warnings and updates as well as to crowdsource and track stranded individuals. Netizens have also been sharing a list of emergency hotlines of cities and provinces in Luzon.
The Bacolod City Government will continue its road clearing operations starting November 16, 2020 as mandated by the Department of the Interior and Local Government (DILG), after seven months of temporary suspension due to pandemic. The DILG released the Memorandum Circular No. 2020-145, giving all LGUs 60 days to comply with the order of resuming the clearing of roads of illegal structures and constructions, starting November 16, 2020 to January 15, 2021. Joy Maredith Madayag, DILG-Bacolod City Director briefed the 61 Punong Barangays of Bacolod about the released presidential directive, at the Bacolod Government Center last Tuesday, November 10, 2020. “The continuation of the road clearing program is also part of our transition to the ‘New Normal’ so we need to ensure that public roads do not have illegal obstructions and that they are kept safe from potential danger to citizens and the community,” Madayag said from the article of Bacolod City PIO Facebook page. She added that Bacolod City will only undergo partial implementation since it is under General Community Quarantine (GCQ) this November, for the implementation of road clearing program depends on the community quarantine status of the LGU. Partial implementation is limited to the actual removal or abatement of road and sidewalk obstructions that are considered dangerous to motorists and pedestrians, and road clearing for the purpose of establishing bike lanes. Thus, Madayag also stated that full implementation will be imposed in the city if it transitions to Modified General Community Quarantine (MGCQ), which requires LGUs to adopt all components of the Road Clearing Operations as provided for in DILG Memorandum Circular 2020-027. Photo courtesy: Ronald Evangelista Driver of an ambulance from South Bacolod General Hospital was declared dead on arrival while three passengers, including a patient, were injured after a car accident that happened at 1:15 pm along Lacson Street, Bacolod City today. According to witnesses, the ambulance was hit by a Montero Sport driven by Kenny Arillo, 21 years old, causing the ambulance driver to lose control and hit a delivery van. The ambulance driver was identified as Jessie James Tranilla; with him were Maria Cajeras, a 30 year old nurse, Jose Francisco Sombero, a 34 year old auxiliary, and the 78 year old patient named Vicente Limaco. In a video interview posted by DYHB Tatak RMN page, Arillo stated that he was not drunk when the incident happened and was actually with his mother in the car. “Mangayo lang ko pasensya kay indi gid hungod. Ga halong man ko galing na palya gid akon pag halong” (I apologize because I did not mean this to happen. I was being careful but it failed), Arillo stated. Arillo is currently under custody at Police Station 1 facing charges of reckless imprudence resulting in homicide and multiple injuries and damage to property. The three-minute ad revolves around the story of a grandmother and her granddaughter, their Filipino family tradition that connects to togetherness and nostalgia, along with a Mickey Mouse stuffed toy that went through decades from the time it was gifted to the grandmother by her father when she was young. Parols (lanterns) and its craftsmanship, Karitelas (carts), ancestral houses and the Philippine flag were accented in the advertisement. The animation is part of Disney EMEA’s (Europe, Middle east and Africa) “From our family to yours” campaign in partnership with the said foundation that was founded in United States, granting the wishes of children with critical illness between the ages of 2 1/2 to 18 years old, which they have been working with for 40 years now. “Christmas is a time for giving and giving back, and we’re delighted to debut this festive ad campaign supporting our long-term charity partner Make-A-Wish,” Tasia Filippatos said, Senior Vice-President of Disney EMEA, in a story by Daily Mail UK. La Castellana, Negros Occidental - The Department of Education recommends measures in promoting "academic ease" to help teachers, learners, and parents in adapting to distance learning in a press release on November 2, 2020. "The welfare of our teachers and learners remains to be our priority and we will ensure that School Year 2020-2021 will be bearable for all while still promoting effective learning engagement," DepEd Secretary Leonor Briones said. DepEd's Memorandum OUCI-2020-307 released on October 30, 2020, contains the recommended actions in ensuring a flexible approach in teaching and learning, which also serves as an answer to the request of the teacher and student groups to ease the system of distance learning set-up. "The measures suggested are expected to enable the learners and learning facilitators to navigate through the challenges of the new normal in the teaching and learning process and make necessary adjustment throughout the school year," DepEd Undersecretary for Curriculum and Instruction, Diosdado San Antonio said regarding the purpose of the recommended initiatives. According to DepEd Undersecretary for Curriculum and Instruction Diosdado San Antonio, "the measures suggested are expected to enable the learners and learning facilitators to navigate through the challenges of the new normal in the teaching and learning process and make necessary adjustment throughout the school year." Regional and School Division Offices are given the authority to execute other "academic ease" measures that will fit their own situations, while external stakeholders can be approached to give equipment and materials that respond to the needs of distance learning.
Bacolod City - Barangay 6 Sangguniang Kabataan Council conducted different programs serving as contributions of the youth officials during the Enhanced Community Quarantine (ECQ) season fight against pandemic on its rise in the country. In an interview with TCI, Barangay 6 SK Chairman Ayesha Joy Villaflor, who is also the Bacolod SK Federation President, shared their contributions to the community the time COVID-19 affected the city through community lockdowns. Villaflor stated various programs that the council implemented during the ECQ period such as-- distribution of hygienic kits, grocery packs to the frontliners and volunteers, implementation of curfew in the community, clean-up drives to sustain the cleanliness and ensure proper sanitation of the community, and giving of relief packs to 500 households. “This pandemic is just a part of life that we cannot control and it is okay, just hang in there; this too shall pass," Villaflor expressed as their community continues to adjust to pandemic's difficulties. A pioneering program called “SK Help Program”, was also initiated by their council during ECQ, aiming to help the local government unit decongest the market by assisting people in the community in purchasing their essential goods for them to stay at home, which made the other SK officials in the city follow. “There are also adjustments to the kind of program that we wanted to implement, the changes were drastic because as much as we wanted to address all the issues or concerns that the young people needed, we need to respond to the more pressing issue which is the pandemic.” Villaflor said. “So, we were able to come up with more functional programs that everybody could benefit and we are proud and happy about it.” she added. During the start of classes, their council distributed load allowances and school supplies to Senior High Schools and College students. “The struggles were there, but I and my SK Council were able to realize that with the pandemic regardless of how risky it is for us, we need to be there for the people in the community and it is the best time to work together and help each other.” Villaflor concluded.

Starring Nam Joo Hyuk and Suzy Bae together with Kim Seon-ho and Kang Han-na, Start-up is a story set at the Korean’s fictional Silicon Valley called “Sandbox” about young entrepreneurs starting to pursue and turn their dream businesses into reality, estimating more than 100,000 Filipino Netflix subscribers watched after its 5th and 6th release.
